Not sure what time it was fixed for everybody affected but when I went to bed yesterday at 6 PM(I work night shift) FIOS was fine in Annapolis and had been up to that point. Some people in r/WashingtonDC were also having outage problems so I'd guess it was mostly that area that was affected.
