The fallen empires cannot build new ships, but can get new once with an event. It is possible to destroy their fleet in several war. There are designs choice to counter for each one. They will never redesign their ships. Caution that each time you invade a fallen empire planet, you can awaken one fallen empire (maybe not the one you are attacking).

I usually choose 20 AI empires, but I here experimented with 10 and 14: I generated around a dozen huge galaxies with 5 fallen empires and 10 AI. All fallen empires spawned as intended.
