To me, the best exp farm is the mutant rat bosses (TMNT Easter egg) in the bloodshot stronghold. It's available fairly early in the game, and you get 25k exp every 3 minutes or so. I tried that too, you get the same xp from the assassins and a better chest, plus, theres no backtracking like with the rats.
