Enclave flamer mod
The flamer barrel is not causing the weapon to deal fire damage, so it doesn’t count for friendly fire. You need a beta or gamma capacitor for that to happen, and those mods don’t exist for this weapon. If you want friendly fire on a rifle build, use a normal plasma or laser rifle with one of those capacitors. They do. the best effects are AA, Ari,B or V with 25% FFR or 50% Vats crit damage. Rifles drop from Enclave events. To get access to these you need to get to the end of the Enclave quest chain. Rifles can drop from the Enclave events with the aligned flamer mod already attached.
