To make kingdom you need to be clan rank 4, independent (not a merc or vassal) own 1 or more fiefs and talk you governor in you fief for the option. The easiest way is to be vassal, get fiefs as a vassal, then leave the faction (you go to war against them) when you have many fiefs, lots of money and a better idea about the warfare and systems ... Try with those nobles that have 0 fiefs (there should be few of those from battania mainly as they almost always lose fiefs). Then steal fiefs of nobles nearby (which have only 1 fief) and recruit them.It affects 1. Loyalty 2. Laws. Each culture has about 2 or 3 laws. It doesnt really matter since you can cancel them anyway, so its mostly loyalty. Example battania has law speakers and billots. It is about the settlement loyalty. you get -3 penalty for settlements not having the same culture as your kingdom.

The king usually stays 2-3 days so you have a little time before the king leaves.
