Dwarf fortress charcoal

My two smelters can't smelt anything because it says it requires fuel, though actually i have full bins of charcoal, am i doing something wrong or it's a bug? Because i tried deconstructing them and constructing again, and it worked for a little bit of time, but at the end of the day it again reqiures of it.
